School and District Transfers

An interdistrict transfer is for students who wish to change districts and requires approval from both the resident district and the receiving district. An Interdistrict transfer request must be initiated in the district in which the student resides. 

If your student resides outside the Phoenix-Talent School District boundaries and wishes to attend one of our schools, please fill out our printable/downloadable Nonresident Interdistrict Transfer Admission Request Form (English/Spanish). If your student resides within the Phoenix-Talent School District boundaries and wishes to attend a school in another district, they may be granted an interdistrict hardship release if they are facing an emergency circumstance that threatens their health, safety, or welfare. To request a release, please fill out the printable/downloadable Resident Interdistrict Transfer Release Request Form (English/Spanish).  Send English forms to Monique Strain and Spanish forms to Brissia Morales.  Don't forget to fill out the portion of the form that asks for a detailed reason for the release request.

Also known as a continuation transfer, a mid-year or summer move transfer is for families who move out of the Phoenix-Talent School District during the school year or over the summer break and would like to remain enrolled in the district for the remainder of the school year, or the upcoming school year if the move occurs during the summer break. This transfer does not require a release by the new resident district but families will need to submit a Nonresident Interdistrict Transfer Admission Form (English/Spanish) with their school, indicating the date of the move.  

If the student wishes to remain in the Phoenix-Talent School District the following year, they must apply through the standard Nonresident Interdistrict Admission Transfer process. Note: for mid-year/summer move transfers, the family of the student must provide transportation to and from school.

An intradistrict transfer is for elementary school students who live within the Phoenix-Talent School District boundaries and wish to attend a PTS elementary school other than their resident school. The following conditions apply to a PTS intradistrict transfer:

• A student transfer is dependent on space available in the school of your choice. Schools may not accept intradistrict transfers due to a lack of space.
• Once an intradistrict transfer is approved, transportation must be provided by the family of the child who has transferred.
• Intradistrict transfers may be revoked by the Phoenix-Talent School District for irregular attendance, chronic tardiness, or persistent refusal to abide by rules for student behavior at the receiving school.
• Once an intradistrict transfer is approved and is on file, it will be renewed annually and the conditions of the renewed transfer will still apply.

The local school district, through board action, determines the number of students it can accept from outside the district through interdistrict transfers. Districts may limit the number of transfers accepted by school or grade level, or they may decide not to accept any students through interdistrict transfer.

Yes, a receiving district may determine the length of time for which a transfer is granted. The sending district does not determine the length of time for which consent is given.

You must receive a release from your resident district before applying for admission.

No, the consent of the resident district is not required for renewal.

Yes, but it is limited. A district may give consent for a transfer to a student in the event of an emergency to protect the health, safety or welfare of the student.

If a student’s legal residence changes during the school year and the student wishes to remain enrolled in the district for the remainder of the school year, the student must submit an interdistrict transfer admission application in order to remain in the district for the remainder of the current school year. If a family moves during the summer, a student may apply for an interdistrict admission transfer to attend and complete the next school year in the Phoenix-Talent School District. If the student wishes to continue after that next school year, then they must resubmit a new interdistrict admission application. 

No, the receiving district does not have the responsibility to provide transportation beyond school district boundaries.

The student may remain on the interdistrict transfer until graduation as long as attendance and behavior standards are met and the school has available space and resources.

Sports participation issues are the responsibility of the Oregon School Activities Association (OSAA). Please refer to the OSAA handbook for more information regarding transfers.

Yes, a resident district may prohibit a student from transferring to another district through interdistrict transfer. Both the sending and the receiving districts must agree to the transfer. Resident districts may release no students, release all students, or set a limit on the number of students who will be released. Districts may limit the number of students released by grade level or school.

Once a student has enrolled in the receiving district, the resident district has no responsibility for that student. If the student decides to leave the receiving district and re-enroll in the resident district, the resident district then becomes responsible for providing a free and appropriate public education (FAPE) for that student.
